Vou (singular), like in French, can be used as a formality when addressing someone who is older than you or in a professional setting. It replaces To in these situations.

For example, imagine that you are speaking to an elder and you want to ask the question How are you? You can ask Komen vou yê?

Notice that vou just replaced to from the question Komen to yê?
